You are correct.
With TSM/VE, you can only exclude at the hdisk level, or the VM level.

Someone correct me if I'm wrong, but with VE being block-level backup, my 
understanding was that none of the file-level inclexcl statements applied to VE 
backups?

put all our excludes in it, but I would like to hear how other people do it,
