The installation guide makes the single comment "Passport Advantage is the only site that you can download a licensed package file from." That really doesn't explain the behavior, especially since you can do a full install from the package on FixCentral except for the license file. The reality is that you must install at least the license file from the Passport Advantage file, then install/upgrade with what FixCentral has. Maybe a few more words are in order.
