The Aug 28 announcement about SDK Tools 22.6.3 on the web page 
http://tools.android.com/ says that this 22.6.3 release is available for 
download via web page http://developer.android.com/sdk/index.html#download 
.  However, that page still shows only download links for the 22.6.2 
release, using url 
http://dl.google.com/android/android-sdk_r22.6.2.-linux.tgz . I tried 
modifying this url to 
http://dl.google.com/android/android-sdk_r22.6.3-linux.tgz but there is no 
such file available to the public. So both the web page and downloadable 
tgz file are not yet current.

The previous version of the Android SDK Manager tool does show the 22.6.3 
update for itself and is able to download that update itself, from some 
different server location.  By examining its logs and the downloaded 
repository-8.xml file, I found that this alternate download url is  
https://dl-ssl.google.com/android/repository/tools_r22.6.3-linux.zip .
