I don't want to reply instead of Google devs.
But as I know Jack was always only experimental version which was trying to 
replace javac+dx.
So there is no planned transition from Jack to javac + dx.
There was just planned transition to Jack, but it was not successful for 
some reason.
So javac+dx works much better and faster than jack, annotation procesor and 
ProGurad was always working there.
