More info: I finally figured out that this problem only occurs when the page containing the hyperlink is contained within another page that uses frames. When the page is displayed standalone the hyperlink works perfectly every time.
Is there any known problem with IE6 regarding this? Specifically, it appears that IE6 is not fully retrieving the .exe when the page that hyperlinks to the .exe is contained within a frame.
