Are you able to determine whether the hard drive is running constantly when things slow down? I suspect you've run out of physical memory and this causes constant swapping to/from disk. IMO, 384mb of RAM is barely enough to run XP Pro and a single small app; VS03 is not "small" and you likely have some other stuff running.
RAM is quite cheap now; even relatively high-end (400mhz PC3200 DDR) from "name brand" suppliers (e.g. Geil) is $180 for 1gb. Well worth it, in my view. Good luck...
