If you're in an intranet environment, instead of setting up "an IE shortcut" 
you could give users a small executable that puts up the splash screen and then 
starts the real smart client app.  (It could pass the window handle of the 
splash screen on the command-line so that the smart client can remove it.)

Or the shortcut could reference a web page that has the splash screen, and 
starts the smart client app with Javascript.
