Download Process Explorer (free from www.sysinternals.com).  When the box has 
popped up, start PE, click on one of the processes in the top window, then 
configure it (with View / Select Columns) to show the window title of each 
process.  You'll then be able to find the process that has whatever window 
title this obnoxious window has.

Once you know what process it is, you can perhaps figure out what to do; or ask 
again with that further info.
