Isn't that the opposite of what the recommendations say?  I thought I
was mis-remembering, but the link you sent says:

        "DO: Use ToUpperInvariant rather than ToLowerInvariant when
normalizing strings for comparison."

This is something I'm probably going to be relying on heavily soon, so
I'd like to get the recommendations clear in my mind.  Have I missed
something?
