Thats just one of the road you can take. An other option might be to
use C++.net, then you can you both .net code and "native" c++ code in
one DLL.

Yes it is. Through .net interfaces or through the use of COM objects
(which I would not prefer)

In a sense you are right, but dont forget C++.net, with that you can
still make it possible to have your plugins written in managed code,
