I think that's dependent how the vpn is set up.  Most will set it up that
way to stop you from infecting the vpn network with stuff that might be on
your local lan or simply because it is routing every request you make
through it.  It can also be setup to only route requests for the VPN subnet
through it, allowing other traffic to go through your normal routes.

any VPN connection software i have used ...for example cisco vpn dialer...

once i have the connection open, i am unable to access anything on the
local LAN, the only network i can interact with has been the one at the
