For intelligent consumption of the data, a string would be a disaster - it would require a whole bunch of code inside the orchestration to parse a dataset. DataSets and BizTalk don't really mix. BizTalk can handle messages of any type but the toolset lends itself to processing of XML messages defined via an XSD schema.
The question you should ask yourself is what data does the orchestration require. This you should model as a schema. The schema editor for BizTalk allows you to model the data without deep knowledge of schema syntax (it generates the schema syntax for you). Once you have modelled your data the question then is how does the orchestration get the data. Here you have as many options as there are adapters. Yes MSMQ is one way, although do you truly need queuing semantics or can BizTalk take care of that decoupling? WebServices will allow you to generate the XML message without you having to explicitly create the message using the XML API - this may or may not be an advantage in your situation (I obviously have no visibility as to your actual requirements).
