It's called the Directory Object Picker. It's very dated and I haven't
looked at it in a long time but you might find [1] a good place to start.
It's a managed wrapper for the object picker.

I'm told that there is an OS dialog which lists user accounts available on a
computer. I want to call this up from an installer I'm working on. Does
