a quick and dirty workaround could be. upload video to you-tube. let youtube handle the encoding and streaming, and you just post a you-tube link or host the youtube player on your website.

Obviously without downloading any data, the user couldn't see the data...unfortunately there is no easy way to stream video unless your ISP has a streaming server. Typically .wmv's will progressively download so that's how I would handle it in easy case. You also have to be careful about bandwidth. If you're showing a video on your website you can run out of bandwidth pretty fast if a lot of people watch it. Have you considered re-encoding it to a smaller bandwidth option?
