being that is wasnt added until the 3.0 runtime, I'm not aware of a way to do this unless you manually pull the dependency libraries out and install them on new machine.. _if_ possible (since a lot of the 3.0 libraries are same versions from 2.0 use the required ones.. you can see their references in reflector) but I wouldn't know it that would work or not : )
