You probably build your application with the option "Build with runtime packages" active. That means Delphi won't put the libraries you need in the executable, you will need to install it with the program. This library you mention is a file called VCL30.dpl (or bpl , don't remember the extension in D3. Search for VCL30.*). You'll need to put it in the machine that's running the program. Or compile it without this option.
