I've used TComPort and the TurboPower Async Pro. Either will work fine with Delphi 7. Try searching groups.google.com and use keywords like "serial port" and "delphi". Or "com port".
There are some ActiveX controls available that will do it, too, if you want to go that way. Both the components above are free.
