You can check out tools like nlite which allow you to slipstream service packs with you original CD to create a new install CD. I know it works with XP and am fairly sure 2000 is supported too.
If you reinstall a lot, I would suggest using a disk imager like True Image or virtual machines like Vmware or VirtualPC (free).
