Hi,
I also have a similar problem that happens several times using Delphi 7.
Sometimes I cannot even delete the executable although it's not running.
There is no process for it, but it seems like there is an open file 
handler to it. If I close Delphi then the executable is free to delete.

But I don't have a read-only folder.

Strange.
