Oh my goodness gracious but you are my friend for life. I downloaded and installed Unlocker. When my problem occurred I right clicked on the locked up exe and Unlocker popped up with the culprit ... Spybot TeaTimer. I shut down TeaTimer and the problem vanished.
Why Spybot decided to get picky with Delphi and my program after living with them for a long time is beyond me.
