Try searching for the sapi.dll.

One my PC it's located in folder...
C:\Program Files\Common Files\Microsoft Shared\Speech
(and not C:\Windows\System32 or \Speech as you might expect)

On the off chance that it did somehow get deleted...
restore it from your WinXP installation CD.
(WinXP is/was shipped with SAPI 5.1)

You might also want to manually update your OS via IE
(Tools -> Windows Update [Express, then Custom])
to ensure you have the most up to date version of SAPI.
