To be effective, ARC review has to start early enough in the lifecycle of a project that significant architectural changes are still possible. Unfortunately, ARC review seems to be happening later & later, with one recent project coming for inception review after it was done with QA. Before I curtailed my ARC involvement in a (possibly unsuccessful) attempt to get a project completed, I suggested that PSARC adopt the LSARC practice of short, informal "pre-inception" reviews early in a project lifecycle, - Bill
