The procedure says that somebody else has to support the proposal. https://defect.opensolaris.org/bz/show_bug.cgi?id=15596 That's all you need - to have a second member of the community support the proposal. The procedure says they need to go vote on the above, or add a comment supporting it. If there's support in email, then a link to the email thread should suffice. (Personally, I was never entirely convinced by the use of bugzilla. The procedures document itself suggests replacing it with something better.
