It could also be the absolute worst place to start.
In many Less Economically Developed Countries there is less money around for
projects and training and the idea that sending selected staff off on
expensive training on proprietary platforms flies in the face of most
thinking about 'capacity building' in LEDC's.
I've been involved in training and supervising students (in the UK) from
LEDC's - mostly Southern Africa - who have been involved in educational and
other civil society projects (as developers, managers, trainers). Some of
them were sent off be certificated, others worked more independently using
books, online tutorials, newsgroups and self-selected groups of people with
similar interests. No prizes for guessing which ones went home with a more
appropriate skills set, able to effect real changes using available
technologies .....
