I assumed he meant a language that's developed primarily on the
Internet, rather than being standards-based like C where there are
companies that offer commercial alternatives.  If you banned Perl, you
couldn't trivially port your scripts to a language whose
compiler/interpreter was sold to you by a commercial vendor.
