Both. If your compiler can handle 64 bits, either natively, or by emulation, you can compile perl as a 64 bit binary. But note, there are various forms of 64 bitness. 64 bit integers, 64 bit pointers, or both. They can be turned on by using the appropriate Configure options, or by answering appropriately when doing an interactive Configure. For more details, see the README file in the distribution.
