I am a member of a division at the US Department of State which is
attempting to transform the technical infrastructure of the State Dept from
one of legacy mainframe COBOL and disparate Micro$oft ASP applications to a
service oriented architecture (SOA) with mainframe Linux (SuSE Enterprise),
Perl 5.8/6.0, Java 1.4.2/5.0, JSR 168 portlets, PHP 5.0, and Apache open
source tools as a foundation for Web services.

Problem: Security and the IT Change Control Board are very cynical and
skeptical of open source solutions (in fact, they are pretty resistant to
any change at all...but we've all dealt with that before) and are requiring
my team to document tried and proven open source projects in other Federal
agencies (including the military), particularly using Perl.

If you can help me out here, I would be very grateful.
