Hello Reed, AdWords (and by extension, the AdWords API) will let you add two keywords to the same ad group that only differ based on capitalization. They're assigned unique IDs and their properties can be modified independently of each other.
I couldn't tell you the specifics as to which one gets triggered for the ad group, but if you asked in one of the general AdWords discussion forums some folks might have additional insight.
