http://adwords.google.com/support/bin/answer.py?hl=en&answer=34063 and specifically the link on that page, http://www.google.com/local/add/helpFeeds?gl=US&hl=en-US The AdWords API only comes into play if you want to create Local Business Ads (paid advertising), which it does not sound like you're looking to do.
