Yes you could do it, but via 20,000 or more api calls- for which google charges exorbitant rates. (Except now they have a 'christmas special') Why don't you try their adword's editor.. which uses a closed extended api... (sort of like microsoft [the other monopoly] had all of their closed extended apis)..
