Batch udpates in AdWords are atomic. So if you try to insert 100 items and one of them fails, none of the items gets inserted. You will then be charged only for the failed one.

I suppose you asked for negative Keywords on Campaign-level? Simply look at the rate-sheet mentioned above and look for the 'getCampaignNegativeCriteria' and 'setCampaignNegativeCriteria' - calls in 'CriterionService'.
