The metro geo-targeting codes correspond to entries in the AdWords
web interface's geo-targeting editor, so the easiest way to
investigate this sort of thing is to take advantage of the nice Google
Maps integration that the AdWords web interface uses to illustrate the
extent of each geo-target.
Based on what I can tell from the AdWords web interface, northern New
Jersey is covered by the New York, NY metro region, and southern New
Jersey is covered by Philadelphia, PA's metro region. No disrespect
intended for New Jersey, I'm sure, but that's how things are split up
in AdWords. You can use city codes rather than regions to target
specific areas of New Jersey.
