Hello Rickey, I just successfully made a few calls to the Sandbox, so unless there's compelling evidence otherwise I'm going to say that the Sandbox is functional at the moment.
Could you elaborate on what you're trying to do when you get that SOAP fault? Depending on how recently you created your account objects you may have to recreate them. Can you start fresh with a new campaign/ ad group/etc. structure?
