Hello Raja, You should be able to unblock an account that is being flagged with an error code 86 by using the following web tool:
https://www.google.com/accounts/displayunlockcaptcha I don't have any explanation for why you'd be getting login errors in general at this point, and the Sandbox should currently be functional.
