Hello, The updateCampaign()/updateCampaignList() methods will allow you to update the settings of one or more campaigns in a single AdWords account, including the budget settings. You won't be able to update campaigns within multiple accounts with a single updateCampaignList() call, though--you'd need to make one or more calls for each account, specifying each account's login email as the clientEmail SOAP header.
