Hello, We don't mention this anywhere on the AdWords API developer's site because this functionality is completely separate from the AdWords API. It's a feature built in to the AdWords serving system.
I must admit that the full range of tags aren't featured very prominently on the AdWords help center either, and I'm not really sure why that is. Some of the tags are documented there, and references to others only seem to exist in third-party blogs.
