Hello,

 As of September 2008, minimum CPC values stopped playing a role in
determining whether your ad is active or inactive for search. This
post on the AdWords blog covers some of those changes:

 AdWords API v13's first page bid estimates are exposed via the
firstPageCpc attribute of the Keyword object. We're not exposing
minCpc anymore as the value lacks its previous significance.
