Hello Jinghua, updateCampaignList() can only update campaigns belonging to the effective user you're logging in as. If you're specifying a clientEmail/clientCustomerId SOAP request header, then that's the effective user. Otherwise, it's the user specified in the email SOAP request header.
I think you're asking for something like the equivalent of the ReportService's cross client functionality, and that's not available with the CampaignService.
