As you say, this isn't an AdWords API issue, as ValueTrack (the
official name for those URL replacement macros) is a function of the
basic AdWords system. As such, I have limited exposure to its inner
workings. (And I don't know why there's very little public
documentation about it.)
I did poke around a bit, and I think that there are two issues.
First, the {placement} macro should be expanding into the URL of the
site on which the ad actually gets served. There's a different macro,
{target}, that *should* expand into the name of the category. The
second issue is that I see there's an old bug open with the AdWords
engineering team complaining that the {target} macro expands into
"docvertical::###" instead of the actual name.
I'd recommend that you try out the {target} macro and verify what it
expands to. I unfortunately would have some trouble verifying this
myself. If it's still expanding into the "docvertical::###" values
then I can ping the owner of the open bug and see if they're any
closer to resolving it.
