Hello, There are limits to the number of campaigns/ad groups/keyword/ads that your account can hold, and if you run into those limits you'd have to work with your AdWords account representative to increase them.
You would have to create one text ad for each distinct wording, and one or more keywords for each possible search term you're interested in. You would not be able to create just a handful of ads with placeholder text that got filled in dynamically when the ad is served.
