Hello, You still need to have an ad group and campaign (some policies only apply to campaigns targeted to certain regions, I believe), but once you have those you can check your ads for policy violations using the checkAds() method:
http://code.google.com/apis/adwords/docs/developer/AdService.html#checkAds This won't actually add the ads to your ad group, but it will alert you if there are any policy violations.
