Hello Pete,

 There's no other way to indicate via the AdWords API that you'd like
to be exempted from AdWords text ad policies besides populating the
exemption request field with a meaningful explanation.

 It's possible that AdWords account representatives may be able to
authorize blanket exemptions for a given account for a specific subset
of the policies, but that's really speculation on my part--I don't
know for sure. You may want to inquire with your AdWords account
representative or ask about whether there's any such policy in the
general AdWords discussion group at
