Hello, In general, you won't see any new features added to the AdWords API v13 that require changes to the underlying WSDLs. Changing a method to support additional parameters falls into that category.
This is on the list of requested features for the equivalent to the KeywordToolService in the AdWords API v200902, but that's obviously not available yet. I cannot make any assurances about whether an unreleased service will or will not support certain functionality, but to reiterate, the requests have been noted.
