Hello, If you see that error when using tokens that have already been improved, it usually means that you haven't gone through the credit card setup process. It's during that process that you are presented with the AdWords API Terms and Conditions and have to accept them. There are various reasons why you might have bypassed the credit card setup process, and there are ways of manually accepting the AdWords API Terms and Conditions. What I'd recommend is that you contact your AdWords account representative (assuming you have one) and ask them to coordinate the manual acceptance of the AdWords API Terms and Conditions.
