Hello Mike, AdWords API tokens can only be associated with an MCC account. If you don't already have an MCC account, then one will be created as part of the AdWords API token sign up process. It sounds like you already do have an MCC account, but you're entering the credentials for your normal AdWords account. This would prevent you from obtaining tokens.
Could you try going through the AdWords API sign up process by visiting https://adwords.google.com/select/ApiWelcome and logging in with the credentials of your existing MCC account?
