Hi Harut, An attempt to change the status in an illegal way does not result in an exception being thrown. You can find more information in this thread: http://groups.google.com/group/adwords-api/browse_thread/thread/518821dc55b63098. Since all the logic of status transitions is available, you should be able to determine if the status change is allowed before you make the request.
