Hi Royce, Getting a developer and application token allows for API access to the production environment, but currently only with the v13 version of the API. Access to the v2009 Beta API in production requires a separate signup: http://code.google.com/apis/adwords/v2009/docs/signup.html. Both versions of the API can be used in the sandbox without signup.
