Allvin, That's correct, when using the budget optimizer you don't set bids manually. For setting bids manually you would use an instance of ManualCPCAdGroupCriterionBids ( http://code.google.com/apis/adwords/v2009/docs/reference/AdGroupCriterionService.ManualCPCAdGroupCriterionBids.html ) with a campaign that is not using budget optimizer.
