1) Yes, the maximum report size is around 250MB. See http://code.google.com/apis/adwords/docs/developer/ReportService.html#getReportDownloadUrl. 2) There is a maximum number of update/mutate operations (sometimes referred to as DB_OPERATIONS) per day, but the limit isn't public. There is no limit on get calls, but if you make calls too rapidly you may be temporarily blocked by the firewall.
