Hi, This error code indicates that your account cannot currently serve requests ( see http://code.google.com/apis/adwords/docs/developer/adwords_api_error_codes.html#e117 ). A common cause is unpaid balance on your MCC account for API usage. Please log into the AdWords web interface and check to ensure your billing information is valid and your account has no outstanding balances.
